Challenge
MSK provided design, permitting, survey, and construction administration services for the replacement of 950 feet of a failing major water transmission main on Burgess Road in Bennington. The project was critical to maintaining water distribution and pressure along this essential transmission line.
Solution
Constructed in fall 2021 and funded by the Town of Bennington, this expedited project required close coordination with both the client and regulatory authorities. Due to the age of the existing main and its location within wetlands, we worked closely with the Vermont Department of Environmental Conservation's Wetlands Division to confirm the project qualified for a permit exemption under the Vermont Wetland Rules. In addition, we prepared and submitted a Water Supply Construction Permit application for the replacement work.
Our team provided technical oversight throughout the process, ensuring the project could be designed and permitted without major delay despite a narrow construction window. Our survey team conducted research in the Bennington land records and performed a site survey to document existing conditions. This informed the development of an existing conditions plan for the replacement design.
Our design team then developed construction plans and profiles, ensuring the project stayed within allowable disturbance limits and the existing right-of-way. From project conception through design, permitting, and construction, the entire effort was completed within a six-month timeframe.
Results
The project was successfully constructed in fall 2021. MSK provided full construction contract administration, including observation of water main testing, coordination of final walkthroughs, certification of construction, and preparation of record drawings. We also facilitated early mobilization by coordinating with a contractor already engaged on a separate water main project, allowing for expedited start and completion of construction.
