Challenge

Preparation of a plan and permitting services were needed for a proposed seasonal change of use for three existing motel properties (Chalet Motel, Chalet Annex, and EconoLodge) all under common ownership. The purpose for the conversion was to provide workforce housing to accommodate employees of Stratton Mountain Ski Resort from November to April of each year.

Solution

We prepared site plans and application materials in accordance with local zoning regulations for the change of use for each property and attended public hearings held by the Manchester Development Review Board to present the project for municipal approval. Each of the properties were subject to Act 250 Land Use jurisdiction and we prepared applications for the respective projects. The application processes included coordination with multiple State agencies for confirmation that the projects were in conformance with regulatory conditions.

The scope also required our team to collect existing conditions survey data for the subject lot, as well as perform site testing (including the use of an independent contractor for excavation).

Results

The 3 hotel properties now successfully house approximately 120 workers in single- and double- occupancy rooms seasonally.
