Challenge
As part of an initial phase in 2022 to address river flooding in the Village, MSK developed conceptual alternatives in order to mitigate flooding impacts to the Jacksonville Municipal Center and Fire Station. The Scoping Study we produced recommended a new structure which includes a span and vertical clearance that better accommodates the East Branch of the North River, reducing the flood risk for the area. Downstream from this initial project, it was identified in 2023 that floodplain restoration solutions were also needed for 6 privately owned properties on the river.
Solution
We partnered with Fitzgerald Environmental Associates (FEA) to support concept development, natural resource impact assessment, and base hydraulic modeling. Our project management team oversaw all project coordination & stakeholder meetings and our engineers conducted site evaluation, survey, and mapping, to produce an alternatives analysis and 30% conceptual design.
Results
We presented the alternatives analysis report and provided a preliminary cost estimate to the Town in October 2024. The recommended alternative selection is still under review by the Town and other stakeholders.
