Challenge

MSK provided a full range of engineering and permitting services to support the renovation and redevelopment of an existing building into a brand new state-of-the-art self-storage facility in Hoosick, New York. Working with MSR Holdings, LLC, the project focused on transforming the former property at 4723 NY 7 and NY 22 into a modern self-storage complex with an accompanying small office.

Solution

We began the project by completing a Phase I Environmental Site Assessment and a geotechnical investigation for the property. The assessment included a records review and a site visit to document existing conditions. Our geotechnical team performed a subsurface exploration and evaluation and provided a summary of soil and groundwater conditions, recommended allowable soil bearing pressures, drainage considerations, and an assessment of the potential reuse of on-site soils.

Next, we conducted an existing conditions field survey to locate site features and topography. Using this information along with the architect's plans, we developed site plans that met the client's program needs while complying with local and state requirements. The final design included permitting and engineering for an onsite inground wastewater system that utilized the existing water supply. As part of our scope, we prepared a Stormwater Pollution Prevention Plan and submitted a Notice of Intent to New York State.

Our permitting support required extensive coordination with both state and town officials, including preparation of a New York State Environmental Quality Review to evaluate the environmental significance of the project. After permits were issued, we provided construction layout services and inspected and certified the completed wastewater system.

Results

Our team supported the client through all planning, design, and coordination efforts to ensure the site could be successfully adapted for its new use while meeting project goals and regulatory requirements. The facility was constructed and has been actively in use since 2022.
