Based in our Burlington office, Pat brings more than 20 years of experience to MSK and is responsible for guiding our environmental engineering practice, focusing on drinking water infrastructure, water quality, and environmental site investigation and remediation projects for both public and private sector clients.
He is dedicated to developing engineering solutions that make life better for people while decreasing the human footprint on the environment. In his previous position as the Engineering and Operations Supervisor for VTDEC’s public drinking water program, he worked to ensure that Vermonters have universal access to clean water delivered through safe, reliable infrastructure. In this role, he led the public water system construction permit program, helped to draft regulations to protect the public from groundwater contamination, and oversaw inspections of all types of water systems in Vermont. He has developed exceptional expertise with public drinking water regulations, VTDEC permitting processes, the VT DWSRF program, and other funding sources.
As a project engineer, he is attracted to difficult and dynamic engineering problems. Early in his career, he conducted original research on mine water treatment technologies and bioremediation systems. He has since developed broad professional expertise on the remediation of groundwater and surface water contaminants including heavy metals, radionuclides, gas and oil, products of combustion, and industrial chemicals. As part of this work, he has also been involved in Superfund projects. He is currently the primary project lead for the preparation of service line inventories and replacement projects for community water systems located throughout Vermont. Pat has spearheaded our development of a systematic stepwise approach to identify service lines and has recently been sharing this unique expertise to guide the implementation of our techniques at national conferences and educational forums across the industry. He has collaborated with experts at USEPA ORD to co-author a paper that has been published in the Journal of Water Research, and has regularly presented on this topic at USEPA, NEWWA, GMWEA, Vermont ASCE conferences, and AWWA’s national conference (ACE).
Pat holds an MS in environmental science and engineering from the Colorado School of Mines and a BS in environmental engineering from the University of New Hampshire. He lives with his family in Montpelier.
